Development
comes when there is order, when people in authority actively and clearly
support those who follow rules. Development comes when citizens
themselves voluntarily follow lawful orders of local authorities.
May pag-uswag kung may kaayusan, kung ang mga awtoridad aktibo buda
malinaw na nagsusuporta sa mga tawong nagsusunod kan mga ley (batas). Nagkakaigwa
ki pag-uswag kung ang mga tawo mismo ang boluntad na nagsusunod sa mga orden
kan mga lokal na awtoridad.
The
MPCNTODA, a duly organized association of tricycle operators and drivers, are
still frustrated at the system in Manito. They have been following
transportation laws and ordinances but colorum and out-of-line tricycles are
still aggressively snatching their passengers.
Manito wants to attract tourists. Manito
wants to help the riding public. But how can we do this when every time a jeepney
arrives from Legazpi City, colorum and out-of-line tricycles swarm the oncoming
jeepney, leaving few or no passengers at all for legitimate operators who have
been waiting in line at their designated terminal? This is
frustrating for TODA members, confusing for the riding public, and signaling
tourists that the town is unorganized and disorderly. Imagine
residents and citizens traveling for almost 2 hours from Legazpi City on
overloaded jeepneys and then upon arriving in Manito they still need to contend
with the stress of disorderly tricycle drivers.

dudusmugon na ini kan mga kolorum buda mga tricycle na wara sa linya na halos
dai na magtada ki pasahero sa mga lehitimong operators na nagpaparaalat sa
designadong pilahan ninda?
This
is incomprehensible considering that tricycle and jeepney stops are just in
front of the Manito Municipal Hall and a stone’s throw away from the Manito
Police Station.
Nagpupundo ang jeep buda
tricycle sa ampang sana kan munisipyo buda halos pirang lakad sana ali sa
estasyon kan pulis, pero nata arog ka’to ang nangyayari?
Hence,
the MPCNTODA is beseeching the local government of Manito to finally solve this
problem. It would help if our Mayor is clearly seen and heard, along
with the Sangguniang Bayan. Makakatabang kuta kung ang Mayor ta nahihiling buda nadadangog kaibahan
ang Sangguniang Bayan. The
MPCNTODA president, Mr. Melvin Adtoon, also requests Police visibility so that
they don’t need to fight it out with other tricycle drivers. Nagrequest man si Mr. Adtoon ki presensya kan pulis ta nganing dai na
mag-abot sa puntong mag-iriwal pa sinda kan ibang mga driver.
The
MPCNTODA’s request is reasonable. The request favors the rule of
law. The request favors law-abiding citizens and law-abiding
operators. The answer has long been delayed. There is a
Municipal Ordinance already but where is the action and follow-through?
A
municipality that does not show decisive and timely support to groups and
individuals who follow the law is not a municipality that is headed towards
order and progress. The longer we delay action, the more
disillusioned law-abiding citizens become and the bolder violators grow.
Ang munisipyong dai
nagpapahiling ki suporta sa mga grupo buda indibidwal na nagsusunod sa mga ley
bakong munisipyong pasiring sa kaayusan buda kauswagan. Habang pigpapaaloy ta
an aksyon, mas nababawasan ang pagtubod kan mga tawo buda mas nagkukusog ang
boot kan mga dai nagsusurunod.
Tricycle operators and drivers must learn the honor of
doing what is right. As for the riding public, we must learn to
patronize lawful groups only. Without citizens’ cooperation, the job
of the LGU and law enforcers will be more difficult, but without capable local
leadership, citizens will also not be motivated to follow.
Mas magiging dipisil an trabaho kan LGU kung wara ang pakikisumaro kan
mga tawo buda mga nag-iimplentar kan ley, pero kung wara man ki maninigong
lokal na pamamayo, mawawaran man ki gana ang mga tawong magsunod.
